江北区情简介
Brief Introduction to Jiangbei District
江北区是重庆市主城核心区之一，地处长江、嘉陵江北岸，幅员面积221平方公里，江岸线103公里，辖9街3镇，总人口67万，是重庆市规划的行政、信息、金融、科技、文化艺术中心和中央商务区。
As one of the core districts in Chongqing city proper, Jiangbei District on the north bank of the Yangtze River and Jialing River covers 221km2 with 103km of river bank. And according to the governmental plan, it is also the politics, information, finance, technology, culture and art center and CBD of Chongqing, governing 9 streets and 3 towns with total population of 670,000.
江北区区位优势明显，是重庆重要的交通枢纽。区域内水、陆、空交通便捷，区中心距重庆水港7公里，距重庆火车站3公里，乘车20分钟即可达重庆江北国际机场；区境内有渝怀铁路及横贯全区的319国道、210国道、渝黔高速公路等；嘉陵江大桥、黄花园大桥等8座大桥飞跨两江；长江上游最大的集装箱深水码头寸滩港坐落于此，紧邻龙头寺火车站和重庆空港，构成全市及西部最优的口岸优势。
Jiangbei District as an important traffic hub wins obvious geographic advantages. Its center is 7km away from the port of Chongqing, 3km away from Chongqing Railway Station, and 20 minutes drive from Chongqing Jiangbei International Airport. Besides, the roads going through the district include Chongqing-Huaihua Railway, National Highway 319, National Highway 210, Chongqing-Guiyang Expressway, etc.; and 8 bridges, including Jialing River Bridge and Huanghuayuan Bridge, cross the Yangtze River and the Jialing River. What’s more, Cuntan Port, the largest container deep water wharf in the upper reaches of the Yangtze River with the airport and Longtousi Railway Station in vicinity makes it the best port in west China.
江北区产业优势突出，是重庆重要的商贸中心和物资集散地。辖区内拥有服务业“三大中心”：“中国著名商业街”观音桥商圈，正按照薄熙来书记“再规划、再提升”要求大力实施“锦上添花”工程，打造全国一流的品牌商圈；正在建设的江北嘴中央商务中心被确定为重庆CBD的硬核；重庆两路寸滩保税港区的设立，寸滩港成为长江上游最大的枢纽港、全国最大的内陆保税港，西南最大的物流基地。此外还有全国著名的“观音桥农贸市场”、“盘溪无公害蔬菜批发市场”等大型农副产品市场，全区各类商场网点近2万个。
As the important trade center and circulation base for various materials, it has “three centers” for the service industry. The Guanyinqiao business circle as the “Famous Chinese Business Street” is now under construction to be the national first grade business circle brand according to the direction of Bo Xilai, Secretary of Chongqing Municipality, on “New Plan and Improvement of Jiangbei District”. In addition, the Jiangbeizui central business district under construction is confirmed as the core infrastructure for the Chongqing CBD. And the Cuntan bonded port in Lianglu is the largest port hub in the upper reaches of the Yangtze River, the largest inland bonded port and the largest logistics base. Furthermore, large agricultural and sideline products markets, like the nationally famed Guanyinqiao Farmer’s Market and Panxi Green Vegetable Wholesale Market, and almost 20,000 marketplaces are also located in this district.
江北区是重庆主要的工业基地，工业基础和实力较为雄厚，连续六年被评为全市工业“十强区县”。“长安”、“海尔”、“冷酸灵”等工业品牌誉享全国。目前全力打造港城工业园区、鱼嘴东部新城和复盛产业园“三大工业平台”，建设重庆领先的制造业基地。
As the main industrial base of Chongqing, Jiangbei District has relatively powerful industrial foundation and competitiveness, which has been entitled as one of “Top 10 District/County” for Chongqing industry for 6 consecutive years. Industrial brands like “Changan”, “Haier” and “Dencare” boast great reputation over China. Currently, full efforts are attached to the construction of the three industrial platforms including Chongqing Gangcheng Industrial Zone, Yuzui East New Town and Fusheng Industrial Park, to build the leading manufacture base of Chongqing.
江北区涉外服务优势明显，国际商务发展迅速。市外经贸委、边检、民航、市信息中心等机构设在我区；中国银行等28家银行机构、12家保险机构、9家证券营业部，形成生机勃勃、相互配套的格局。
Jiangbei District enjoys obvious foreign service advantages and rapid development of international business. Institutions including Chongqing Foreign Trade and Economic Relations Commission, Frontier Defense, civil aviation and Chongqing Information Center are set in the district. And 28 bank institutions including Bank of China, 12 insurance organizations, and 9 stock exchanges form the dynamic pattern with mutual support.
2009年，是我区应对金融危机的严峻考验，扩大内需、促进增长、调整结构的关键之年，区委以科学发展观为指导，以进一步扩大开放的目标为统领，紧密结合江北发展实际，把握打造内陆开放高地、推进“两江新区”、“保税港区”建设的契机，科学谋划，提出了统揽全局的“1595”总体发展思路，即实施一个全面升级战略、确立“五大功能定位”（重庆新兴金融中心、重庆新兴商贸中心、重庆最大物流中心；重庆集约发展的现代制造业基地、总部企业的区域基地）、选定“九大重点工程”（江北嘴CBD建设、寸滩保税港区建设、观音桥商圈再提升、港城工业园区建设、东部新城开发建设、北滨路沿线的开发、铁山坪开发建设、五宝新农村建设、和谐社会建设）、实施“五大行动”（“头脑风暴”行动、“聚商新潮”行动、“效能提升”行动、“全员激励”行动、“防治贪腐”行动），为推动江北“全面升级、科学发展”注入强大动力。
2009 is the key period for Jiangbei District to cope with great challenges brought by the financial crisis, expand domestic demand, stimulate growth and adjust structure. With the guidance of scientific concept of development, CPC Jiangbei District Committee takes the target of further opening up as the guideline, combines the actual development of the district greatly, takes the opportunity of building inland open highland, and promotes construction of “New Liangjiang District” and “Bonded Port Zone”. The committee makes scientific planning and proposes the “1595” overall development concept. In another word, the concept is an overall upgrading strategy which settles “positioning of five functions”, selects “nine key projects”, and carries out “five actions” to inject great power for the “overall upgrading and scientific development” of Jiangbei District. The positioning of five functions is for new financial center of Chongqing, new trade center of Chongqing, largest logistics center of Chongqing, modern manufacture base of Chongqing intensive development, regional base of enterprise headquarters. The nine key projects include Jiangbeizui CBD construction, Cuntan bonded port zone construction, re-upgrading of Guanyinqiao business circle, construction of Gangcheng Industrial Zone, development construction of East New Town, development along Beibin Road, development construction of Tieshanping, Wubao new countryside construction, and construction of harmonious society. The five actions cover “brain storm”, “business collection fashion”, “efficiency upgrading”, “overall stimulation”, and “corruption prevention and punishment”.
